E-10A and Global Hawk/MP-RTIP
Contract Position Requirements

1. Objective

The objective of this task is to support the Air Force Operational Test and Evaluation Center (AFOTEC) in planning, executing, and reporting the Operational Test & Evaluation (OT&E) of the directed weapons system programs. The work to be performed is in direct support of Detachment 3--E-10A and parallel development systems, with augmenting support to Detachment 5--Global Hawk/Multiplatform Radar Technology Insertion Program (MP-RTIP). The objective of this task order is to provide technical expertise in the areas of data base development, data collection, test planning, test execution, reporting, and test report writing to support OT&E of the E-10A and parallel development systems, and radar subject matter expertise designed to support the Global Hawk/MP-RTIP.

2. Scope

Support the E-10A program and other related Command, Control, Communications and Computer (C4), Intelligence, Surveillance, and Reconnaissance (C4ISR) systems as required with the following:

a. Develop Operational Test (OT) and OT&E test plans, scenarios and detailed test procedures and address areas of effectiveness, suitability, and completeness

b. Provide briefings on test activities, concepts, and associated test reports

c. Participate in a data collection effort (DCE) that supports the test activities across the entire acquisition cycle and in concert with seamless verification philosophy

d. Identify collection opportunities and venues and support coordination and planning throughout all phases including Developmental Testing (DT) and OT

e. Identify specific instrumentation considerations and appropriate venues

f. Coordinate between OT, DT, and integration teams

g. Conduct investigations and analysis efforts to include software evaluation support, logistics support analysis (LSA) and review of LSA record data, human factors analysis support, logistics analysis, comparison of various test designs and procedures, statistical analysis, verification of collected data, and maintenance studies, to support effectiveness and suitability test planning activities

h. Build a database and identify a tool that will be used to process collected data from various sources (contractor, ranges, facilities, etc)

i. Collect data to address operational Critical Operating Issues (COI), Objectives, Measures of Effectiveness (MOE), and Measures of Performance (MOP)

j. Ensure data is accurately captured and prepared to support analysis, presentation, and formal reporting

k. Create Detailed Test Procedures (DTP) and Detailed Measures and Procedures (DMAP)

l. Provide radar subject matter expertise in support of Global Hawk/MP-RTIP

m. Attend meetings and working groups requiring radar subject matter expertise

n. Travel 25% of the time or as required

3. Required Experience and Skill Set

The following areas are defined as either mandatory (M) or preferred (P):

a. Bachelor’s degree in Avionics and or/Computer Science or related technical field. (P)

b. Ten (10) years experience in C4ISR platforms to include E-3 Airborne Warning and Control System (AWACS) and Joint Surveillance Target Attack Radar System (JSTARS) (M)

c. Four (4) years testing experience of C4ISR programs in an operational environment. (M)

d. Experienced in writing Concept of Operations (CONOPs), Capability Development Documents (CDD), Mission Needs Statements (MNS), Test Evaluation Master Plans (TEMPS), and technical and staff reports. (M)

e. Proficiency in Microsoft Office Tools (Word, Excel, Outlook, PowerPoint). (M)

f. Proficiency in Access or other relational databases. (P)

g. Current TS/SCI clearance. (M) END QUOTE
