On October 12th of this year the US navy changed Scott
Speicher's status from Missing in Action (MIA) to Missing in
Action, Captured.

The Washington Times article is

It seems that this announcement was lost in the noise during the DC
Sniper activities.

A follow on:
SPEICHER BILL Monday, December 9, 2002
The Persian Gulf POW/MIA Accountability Act of 2001, S.1339, commonly known as the Speicher Bill, is an amendment to the Bring Them Home Alive Act of 2000. It will provide an incentive (asylum in America) to natives of the Middle East and their families for delivering any living American Persian Gulf War POW/MIA to the U.S. government. Any costs associated with this legislation will only be incurred when Captain Speicher is returned alive to the United States.
